Folgende Spezifikationen werden getroffen: EFC-Merkmale; das Verfahren zur Adressierung von Merkmalen und die Hardware-Komponenten; die Anwendungsfunktionen; das EFC-Übertragungsmodell, das die allgemeinen Elemente und Schritte der Transaktionen definiert; das Verhalten der Schnittstelle, um die Interoperabilität sicherzustellen.
