Dieses Dokument gibt Grundsätze, Anforderungen und Leitlinien für die Entwicklung, Prüfung, Registrierung und Aktualisierung von PKR innerhalb eines Programms für Typ III Umweltdeklarationen oder Fußabdruckkommunikationen auf der Grundlage von Ökobilanzen nach ISO 14040 und ISO 14044 sowie nach ISO 14025, ISO 14046 und ISO/TS 14067 vor.
Es gibt zudem dahingehend Leitlinien vor, wie mit zusätzlichen umweltbezogenen Angaben, die auf einer Ökobilanz beruhen oder nicht, in kohärenter und wissenschaftlich abgesicherter Weise umzugehen ist und diese nach ISO 14025 zu integrieren sind.
